I recently purchased a new hard drive from Dell. Afert installing the haed drive i put in the operating system CD, when it gets to the windows XP home editioin start up where it ask for you to hit Enter to continue; R for repair; F3 to quit well my keyboard locks and i can do nothing. I have the original USB type that came with the system. Can anyone please advise me how to fix this problem?????

Given only these details I can't guess what's failed. It could be as simple as there is some other USB Printer or such plugged in to the machine needs more repairs.

Hi Tazman1211
It is really tough to identify which component is causing the problem. But few suggestions I would like to give,
Firstly, Go to Bios and do a Bios Default. Restart and Keep tapping F2 and once in the Bios Screen Hit F9 Enter, and then F10 Enter it would restart the computer and that would be the Bios Default. And also Clear the NV Ram From Bios.
Note: Disconnect all the peripherals from the computer. Only the Keyboard, Mouse, Monitor and the Power cable should be connected to computer, not even the Ethernet port. And the try to do the Reinstallation of the Operating System.
Secondly before even initiating the OSRI, you can also check the functionality of the hardware components. Restart the computer and keep on tapping the F12 key. It would take you to One Time Boot Menu. From there select the option which says Diagnostics or it might also say Pre Boot System Assessment. Select that option and hit Enter and it would start the test on the hardware components and tell us if any of the hardware is faulty or not. If it passes on all the components.
Note: Whenever you are tapping any Function Keys like F2 or F12, make sure you do not keep tapping several times. Just 3 or 4 taps on the Dell Logo Screen would work.
NOTE: Whenever you try to reinstall the OS from the cd. Follow the Steps.
-Insert the Disk
-Restart the computer and keep tapping the F12 Key and it would load to One Time Boot Menu.
-Select the CD/DVD Group and hit Enter
-It would ask you to press any key to continue booting through CD, Hit Enter.
And it would show windows loading files and would give you the further options to proceed.
Check after performing these steps and please post back the results.

I was able to try your suggestion but was still unable to fix my issue. thinking i may have to take it in to the geek squad. i appreciate your efforts,
