Nevermind, I was able to solved this issue myself. For anyone else having this same issue please feel free to do the following it might help.
One reason for black screen with blinking cursor is the boot file has become corrupt, and therefore doesn't tell your computer to load windows. To fix this do the following.
Easiest fix for black screen with flashing with cursor.
1) Start computer, at the logo screen press F12 to go to the boot menu, at boot menu screen select boot from optical drive and put in the Windows XP cd. Boot to the Windows XP installation cd by pressing a key when the "Press any key to boot from cd" prompt appears at the top of the screen.
2) After the files on the cd have been loaded into the computer, press "R" to load the Recovery Console on the Welcome to Setup screen. Choose the operating system you want to repair, (usually 1. C:\WINDOWS), by number. When prompted for the Administrator password, just press Enter...unless you have set a password.
3) When you get to the command prompt (C:\WINDOWS>), type fixboot and press ENTER ("Y" to agree to perform command). Then type fixmbr and hit ENTER ("Y" to agree to perform command). Type EXIT.
Reboot, It is fixed.
