1. You didn't tell why you want to reload Windows. Does that happen to be related to hard drive trouble?
2. The install probably didn't do anything to the hard disk, if it couldn't find it. So can you still boot into the hard disk?
3. Does the BIOS setup see any hard drive?
4. Does the list of devices the BIOS shows at boot include the hard drive?
4. Does Linux (run from a live disc) see the hard drive?

pc had a virus.bios does not see hd.
If the BIOS doesn't see it, you've got a bigger problem. Then either the motherboard or the drive has failed and needs to be replaced. Or - if you're lucky - it's just the cable that needs to be plugged in again.
It could be time to visit a repair shop.

For example Windows XP won't see that drive (knows nothing about SATA.)
Some dells have an IDE EMULATION setting but I find owners to forget or never were told about it.
Try telling more.

Shouldn't the original Dell factory reload disc (mentioned by the OP in his first post always work? Or is even that dependent on that BIOS setting? Dell Customer Service should be able to tell, shouldn't they given the details.

I've seen factory supplied Dell XP Pro SP2 and 3 CDs with the Dell Logo and the machine's BIOS default is such that no HDD is found. You must get in there and change the setting.
I know that folk today are not expecting to do such things.
About maker's support. It's never been worse. I've listened (and it hurts!) as someone asks a basic question and the support folk fumble for the answer.
