Who to contact or escalate the problems that I odered?

I placed an order on Friday 02/05/10 a DELL mini1012 netbook. I received my confirmation e-mail but it only shows the DELL PURCHASE ID number, There was NO ORDER ID number on my e-mail. I've been contacting Dell customer support numerous times but everyone that i talked to was helpless. They cannot find my order or either i have to wait for 24 hour to process it. I called again on Saturday and most of the CS that i talked to was helpless again... It was really a HELL at DELL!!!
Until there was a lady name Steph who tried to help me, she told me that she to someone and they're going to process it I have wait for the confirmation e-mail. I asked for a case number but she can't provide any. I asked for customer number and she provided one. After a couple of hours... There was no e-mail confirmation, and until today there was no confirmation e-mail about my order. I check the customer # that steph gave me and i found out that she used my old customer number. WHAT THE HECK!!!!! It's so ridiculous to someone would do that...It's not the first i've been having disastrous experiece at DELL. Last 2008, i ordered a 15" studio laptop and i received 4 times, i say again 4 times incorrect specs of what i ordered. It took more 1 month before i received the correct laptop that i ordered. Now, this!!! It's so unbelievable!!!!
If someone please can help me to escalate this problem with dell, I would really really appreciate it. I used a $50 dollars coupon for this. I can no longer use it again and the promo expires already. So please, if someone at dell can help me I would really appreciate it...
