Seems like the Smart Hub in the Smart TV isnt' so smart...
That's an unfortunate design choice - the local app needs to check in with a since web service before it can proceed, essentially building in a guaranteed failure point for every Samsung Smart TV. Is there a particular set of apps that this applies to? For example, I can't seem to get Amazon working, but Netflix seems to work OK.
Can I suggest to the Samsung employees monitoring this forum to add a few features: remove the reliance on connect to the Smart Hub Server or at least make the failure less annoying (i.e., let my app run if it can). Add the ability (and an app) that lets users determine the status of the required services (whatever they are). Have better error codes that clearly explain the error.
