Samsung TV screen freezes, won't turn off or change channels

I have a very nice Samsung TV that I bought brand new in 2008. The Model # is LN46A650A1FXZA. I have had capacitors replaced and the power supply board replaced for previous repairs. Now the picture will just freeze and you can not change the channels or turn off the TV from the remote when this happens. You have to unplug the TV to turn it off. I was told that it sounds like the main board, but no one has come out to look at it and verify this. I was told that it would be a $400 charge to replace the main board. I would like to get a second opinion on this and see if you agree with it being the main board. I see that I can buy a new one on ebay for less than $75. I am somewhat of a handyman with electronics, but that is not what I do for a living. If it is the main board, is this something that I could do myself? Is any soldering involved, or would it just be ribbon cables and plugs that I would have to plug in? Thank you so much in advance for your help on this.
