Broken Samsung LNT4061FX/AC - whats wrong with it

Hi there I have attached a picture

I'm not sure what happened it broke (15th) before the extended warranty ended (17th) , but my mom never callled in, because she didn't know when i bought it.. I just got home from school the other day. My brother claims he just turned it on and loooked like this.

Thoughts what it is? As well how much it would be to fix it.
