Fuzzy/Blurry picture on 55" Samsung LED TV

We recently changed cable providers and now we have a fuzzy picture. We've had the techs out to our home twice and they have found nothing wrong. They say that the signal we have is strong.
The picture isn't always fuzzy, only at certain times...the picture also blinks out and the sound will also blink out too. The only time it does this is when we are watching HD cable TV. We have changed the HDMI ports from the box to the TV. We have changed the HDMI Cable. We didn't have a problem before with our old service provider with this TV or our connections...Is it possible this could just be the new cable company's picture they transmit, or could something be wrong with our TV?
