That would depend on whether or not your laptop came with Vista or not. Of course considering Windows 7 is just some minor refinements to Vista, if The Sims 3 runs on Vista it will run on Win 7 as well, possibly even better. If that's not the case for you, odds are simply going back to Vista isn't going to change anything.
Maybe if you wanted to comment more about what problems you were having with The Sims 3, someone might be able to help. Telling someone to revert back to Vista is the answer you get when the person giving the advice doesn't know the answer, but their ego won't let them admit to anything that might be seen as ignorance. It's kind of like saying if the chain breaks on your new bicycle, just riding your old bike will solve the problem. It's not necessarily wrong, but it's also needlessly extreme.
