Computer wont boot after cleaning

So I cleaned my Dell Studio PC today. I took the side panel off and cleaned the insides and fans etc. I put it back together and plugged it in, when I pressed the power button the CPU fan started running loud/fast and the screen stayed black. I let it run for a minute or so and powered it off. I tried again and the second time it booted thru the splash screen but then stayed black with a binking cursor in the top right.
I then tried to use the windows CD to boot from the CD. but when it got to the "press any key to boot from CD" i pressed a button but it seemed to freeze on that page.
I been trying over and over all day. I opended up again and removed the internal battery. Unplugged everything and replugged them again. Held the power button for 30 seconds to drain all the power etc.
Again the same results happen. Either the CPU fan ran fast and loud OR it started to boot from CD but freezes in the process. The farthest I have made it was past "pressing a button to boot from CD" but then when the CD started working the loading bar at the bottom from about a quarter the way when it was "loading windows files"
Any help would be greatly appreciated.
