Not able to create shortcut in desktop

When trying in windows vista, with right click, to create a shortcut on desktop, I get a message of disk full, and then trying to do the shortcut by copy and paste , it works but then i have the issue of two identical icons of the app created in desktop, both working, but it's somehow annoying to work on this desktop.Then when trying to delete one of them it deletes both the icons of shortcut.
P.S: I tried then to delete the shortcuts with the trick that I found in here, by creating the brand new user with admin rights and deleting the shortcuts there, and then deleted the new user but unfortunately that does not work.
P.S. 1: I see two folders of desktop in my pc, one under C:\users\user\Desktop and the other under C:\users\Public|Desktop, which I understand is o.k. but in there i see different shortcuts, so I tried to copy from one to the other all the shortcuts i need but still have the sane problems in desktop with double icons.
P.S 3: I run Windows Vista Business 32bit Edition.
