What program are you using to import those video's from your iPhone? I don't think it's standard Windows Vista functionality?

Hi Kees. I go into start, select computer then select my iphone then select import pictures then its says downloading pictures and videos but doesn't download the videos.

What you do seems the right method, as described in http://support.apple.com/kb/HT4083. Nothing wrong with that.
According to http://msdn.microsoft.com/en-us/library/windows/desktop/dd319335%28v=vs.85%29.aspx this error means the device is hung (doesn't respond). That's not a Windows error, that's an iPhone error.
Things you can try:
- turn your iPhone off and on again
- download on another computer
- ask on our http://forums.cnet.com/mac-forums/iphones-and-ipods-forum/
- visit your local Apple shop (or shop where you bought the iPhone) and ask them to diagnose the problem in the device

You could also use the cloud to transfer videos
Dropbox would be another method for you to upload to the cloud, then download to your PC. Been there, done that in a pinch. Of course it depends on how large the video in question is, since Dropbox free accounts only give you 2GB of space initially. Google Drive & Skydrive would provide you with more space if needed (5GB & 7GB, respectively). Upload speeds may require patience though, that's the only caveat.
Upgrading to W7 might also be useful in this situation too(!) Vista is a hot mess
