Windows Vista does not detect miniDV Camcorder through IEEE.

I am having problems transferring video from my miniDV camcorder to my laptop. My laptop does not detect my camcorder at all.
I have:
Windows Vista Basic 32-bit
JVC GR-DVL510U miniDV camcorder
6 pin to 4 pin firewire 400 cable
Best Connectivity IEEE 1394a firewire express card port (Texas Instruments OHCI Compliant IEEE 1394 Host Controller)
I am using:
WinDV
Windows Movie Maker
Windows Movie Maker Live
Apparently, this has something Windows Vista not being able to "enumerate" the camcorder.
I have tried Microsoft's solution without much luck: http://support.microsoft.com/kb/927827
The camcorder is in play mode, and cables are connected. The express firewire card is detected and the latest drivers are installed for it. I try hitting "play" to get Windows to recognize it, but that does not work either.
In USB mode (DSC), my camcorder is detected by my computer, and I am able to transfer still images, however, firewire does not work. Manual and JVC tech support are very unhelpful.
Anyone know a fix?
