Adobe Flash Player not working with Windows Vista

My wife's uncle has a PC with Windows Vista and he can't get Adobe Flash player to work. Every time he goes to a web site like Youtube it asks him to install it but he already has it. I've tried several things including uninstalling Adobe Flash player and re-installing it as directed here.

He claims it used to always work. Not sure what could have caused it to stop working all of a sudden. He has Norton 360 as his virus scan program. Not sure if that matters or not. Any suggestions would be greatly appreciated.

Try uninstalling Norton and see if it fixes the problem.

And did he try disabling "Hardware Acceleration" per the instructions in the link below?:

I think I must have forgotten to check to see if hardware acceleration was checked. I'll have him check that and see if that fixes the problem.

Can't disable hardware acceleration

Okay I talked to my wife's uncle tonight. I tried to have him disable hardware acceleration over the phone and he told me he's getting a message saying his current driver does not allow you to change the hardware settings. Okay so now what? Does he need to update his video driver?
