HP Laptop - How to remove bloat or reinstall o.s

I am about to buy a new HP laptop for college. I have noticed with my sisters and my fathers that HP loads a lot of stuff onto the laptop that is intertwined throughout the O.S. What I was wondering is that I know I can use the control panel and remove programs and I know there are programs that remove those applications deeper. However I want to either completely remove this extra garbage or do a fresh reinstall.
Is there an application out there that does this? I know of PC decrapifier.
I know HP laptops do not give you a copy of the operating system but instead a "recovery" disk, of which is still not a fresh install of the O.S Vista. I am wondering is there a way to obtain a fresh disk or another way of installing a fresh copy of Vista without the added blunder, or buying another copy?
