vista 64 wallpaper offset will not center

I for some reason cant get vista to center wallpaper. The video card is a 7600gt bfg running at 2560x1600 on a 30 inch monitor with the latest drivers and the card is capable of doing the resolution dvi-d as it was a requirement of me buying it. The cable is what came with the monitor so it should be appropriate and functioning properly. It's a fresh install of vista 64sp1. I have fiddled with scaling on the nvidia control but that makes no difference.
It doesnt matter what size the picture is 2560x1600 (fullsize) or smaller it will always places the top left corner of the picture 3" down and 7" to the right. So a picture that is 2560x1000 almost 30% of the picture is cut off on the right. Of course if u tile it that will show up on the left but its still annoying. It also uses this 3"down and 7" to the right as the cornerstone for tiling. So the top left corner of the picture is always in the same spot. It's not an application issue as I have used several applications like the latest firefox, an old acdsee and IE.
The desktop functions normally. Fullscreen an app and it is perfectly centered with all borders showing. F11 on a browser it works perfectly. I am lost at what is the problem.
