Why won't autoplay start when I connect my iPhone?

With my old laptop, I would connect my iPhone with the USB cable and the autoplay box would pop up and ask what I wanted to do. I would use this to download the pictures from my phone to my laptop. I got a new laptop and now the computer doesn't seem to respond when I plug my phone in. I checked the control panel and I have "Use Autoplay for all media and devices" checked. I've checked and the driver is up to date. If I plug in a flash drive or an external hard drive, autoplay works. It seems it is only my phone that it doesn't recognize. My old laptop as well as my desk top still recognize the phone. Please help!

I have an HP laptop running Windows 7 and an iPhone 4.

First thought? It's considered a security risk.

It's also possible that Itunes is installed.
