iPhone 3GS won't activate! Please help!!

Ok!
I've been struggling with this phone for days now. I need to get it jail broken and then unlocked to give to a fried who needs to use it, as it is my old phone. It was jail broken before. I am thinking this is why is won't activate? But I don't know. So question is, how do I ge it activated? If its from it being previously jail broken then how to I go around that? Any help at all would be appreciated!! Thanks so much!

Which cellular carrier are you trying to activate it on? Which version of OS is installed ? Is it a US branded phone or international ? Not enough info for anyone to offer advice.

Fido to Rogers - Canada

The phone is an iPhone 3GS. It is locked to the Fido network in Canada, and I need it for Rogers. It currently has IOS 6.1 installed.
