What is Key Scrambler and what does it do?
All of these scanners, eg your anti-virus, (which one?), MalwareBytes' Anti-malware, and the other Spyware Scanner, (which one?), are they all running at the same time in the background?
If so, keep the anti-virus scanner running all the time, but disable MBAM and the other spyware scanner and just use them as manual scanners once a week or so. They may all be conflicting with each other.
I can't say why Firefox fails to download the first time but then allows you to the next time, but when the files have finished downloading, have you tried to run or open them from where you saved them too? Running or opening files direct from a download is dangerous anyway because you don't have the chance to scan them with your anti-virus scanner.
With Internet Explorer I'm guessing you must lower it's security settings.
