Video Editing Software with the best AUDIO capabilities?

This question is addressed to any video and/or audio pros or semi-pros who have used many different kinds of video and audio software for productions.
My predicament is that I would like to buy for myself a capable Win7 pro 64 program, that doesn't break the bank. I have recent experience with Adobe Premiere Pro CS4, but only at a client site, when I work on their productions. I like it, for the most part, and it does have the capability to use VST and/or DirectX audio plugins. But it is expensive, and frankly I cannot afford it for myself.
Sony Vegas is decent, but not crazy about their interface. And it is also pricey (better than CS4 or CS5, but still expensive). And as soon as I get down into the range of things like Power Director 10 or others, it seems I lose the ability to use VST/DX plugins for the audio side. And this is crucial for me, as I have a lot of experience using programs like Cubase/Nuendo/Sonar/Reaper for pro audio applications.
So the question comes down to this: What video editing program that costs less than 150.00 or so has the capability to use VST or DirectX audio plugins?
