Short answer is no, as i doubt u'll be required to pop in an orig *AND* an expansion disc just to play the expansion of a PC games. That would be rather annoying. All the necessary files to play the game (minus possibly any FMV scenes) should've already been installed to your hardrive. Take heed again, The Sims 2 may be an exception to this
For example Starcraft and its expansion Brood War singleplayer require each respective disc. Multiplayer only requires one disc or the other to play either mode. Strangely enough, CD key is only required for the orig :?:
As for Sims 2 orig, it's quite problematic that you lost the CD. Unfortunately, as the end user, you're repsonsible for keeping the CD and any CD-keys/#s secure while using the product
If you lose either, the dev may be able to help u out, but is not required to do so.
For future note, if you still hava the CD for any application, you could use something like DAEMON tools to mount an image of it to your hardrive. AFAIK, this is legal so long as you doN'T use it in an illegal way. Some ways suggested by the dev include: playing games stored on your hardrive without having to swap multiple discs per game, playing games that span multiple CDs like Diablo 2 without the same hassle, not worrying about carrying a CD book with u with your laptop on the road, or not worrying losing the original CDs on the road.
