Setting up a reliable information system

I was recently appointed as an IT manager for an upcoming company. The situation I found myself in was total chaos.... We have about 20 users in the office, everyone connects to the internet via wifi, file storage is a mess that sort of thing. The first thing I did was order a server and have the office wired up to introduce some order. My next challenge is coming up with a data management plan or some sort of IT policy or reliable information system model for my company. I will really appreciate any tips or pointers that you guys can help me with.
