Exporting Customizations to Different User (XP Home)

I just want to take all the custom settings from one user account and make new users on the same PC with all the same Windows XP Customizations. I dont have or wish to buy any XP Deployment or Tool Kits if I can help it.

What, if any features built into XP Home Edition might allow me to create new users with the same custom-settings?

This is not a feature of this OS. There are some items in the XP Administration manuals but those tend to put people off.
