What type of Server for small business

Hello all,
Need to settle a debate Im having with a friend/co-worker..so what better place than to hit up the forums.
Working with a small medical office. They have about 15-20 computers and are needing to setup and install a "server" with Win Server 2008 since their patient software program can no longer run on an XP machine that was acting as a "server" (the whole limit 10 TCP/IP connections)
Now, the debate is, Im being told that the server has to be this $6000 machine with Xeon Processor, 800watt PSU, multiple RAID setups galore etc....
This is a SMALLLLLLL medical office that only needs the Server 2008 software so they can install their patient database program and allow more than 10 PCs to connect at once.
Now, shouldnt we be able to build a strong standard PC. Ill still do a RAID for re-dundency, but im thinking a Dual Core...2.x GHZ, 4 gig RAM and Windows Server 2008.
Thoughts?
