The first is to use OCR (Optical Character Recognition) software to scan the document and convert it into an editable one. Simple OCR is a free option in this category.
The other is to scan the document and open the scanned image in Word, Paint, Photoshop, etc and fill it in using text boxes.
Either way it's free so it can't be beat.

This is something I've been looking for too. Isn't there a way to scan a form as a image like jpg, then import it into Word as a watermark. Then enhance the the watermark as a background image so the form would appear normally. You'd have to adjust your own spacing and alignment on the main document but at least it would get the job done. The only problem is that I've never been able to get it to work.
Hasn't someone else had the same idea and worked our the kinks?

There are apps for filling in scanned forms. Word isn't one of them.
