Is there a way to block users from downloading program files or blocking installing program files with XP? Ex. teenager shares computer and downloads Kazaa / AIM / when told not to.

Since they are behaving irresponsibly and putting your machine at risk (Kazaa = bad!), then they get the clamps put on.
Not much will work, and not much will be allowed!
