First, make sure that NOTHING else is running in the background. Look to your lower right. There should be Icons for Anti-Virus, Firewalls, Etc. If you have anything else running, Word, Roxio, Etc, icons to those programs and anything else will be running, too.
You must KILL other programs and tasks running in the background. Bring up the task manager (CRTL+ALT+DEL) and look for msnmsgr(the messenger) or any other task that may be running with your user name beside it. HIghlight it, the click END PROCESS". Try "killing" the processes with your Name or Username listed besides them - under the Started BY column. DON'T TAMPER with those indicated as SYSTEM, because you could cause your pc to hang, crash shut down or reboot!
If you're using AOL, END all processes indicated with this software.

Click on the PROCESSES TAB on the window that appears -
Take a "screenshot of the screen by HOLDING down the CRTL key and PRINT SCRN KEY at the SAME TIME) -
USE CONTROL and the V keys to paste it here. I can then tell you which processes you should kill to have scandisk work properly. You should also DEFRAGMENT your HARD drive.

I'm using Windows 98, and had a similar problem when trying to use ScanDisk. I now open the task manager and stop all running tasks except: explorer, point32 and systray. I do this also when backing up to tape using Dantz's Retrospect. Let me mention that I shut off my cable modem before stopping the running tasks which includes ZoneAlarm Pro.
It it doing this because of programs running in the background. Press Cntl-alt-del. Then stop all running processes except systray and explorer. Do not restart. Just run scandisk now and it should work.

If you're running an Anti-Virus program (ie: Norton Anti-Virus) You have to turn it off.
In the System Tray, next to your clock, you should see the icon for your Anti-Virus Program. Double click it and dissable the program. Run your Scandisk again and see if that works.

On my previous PC, I found that my scandisk would restart when I touched the mouse. It appeared to be caused by the automatic power sleep mode or the active screen saver.
Restart your computer and hold down the F8 key during the rebooting.
Your machinewill start in safe mode. This mode is a special daignostic mode that omits loading a lot of other things and is used to diagnose and trouble shoot. Start you scandisk program from accessories and run it. No other processes will be running so it should fix the problem. I suggest you run your defrag uitility as well. Since you are unable to scandisk succesfully you r system has also not been able to defrag the hard drive recently . The one process preceeds the other.
Tis procedure may take a good deal of time dependent upon the condtion of the disk. Do it at the end of the day's use.
If scandisk still will not complete there may beserious anomalies on your disk's surface that are a sign of an iminent disk failure. If your HD vendor has one obtain a copy of a diagnostic to make that determination. If trouble is found backup everything of importance and follow the diagnostics directions or replace the harddrive.

My experience has been that scandisk keeps restarting because of other programs operating in the background. The biggest offender seems to be the screensaver. I shut mine down and had no problems from then on.
The easiest way is to make sure that your screen saver is disabled first, then shut down your computer. When restarting the computer, repeatly press F8 key until the menu asks if you want to start in normal or safe mode. Safe mode will be #3. Press "3" and let your computer start in safe mode. Now go to "Scan disk" and start this. It should complete for you. Scandisk will start over every time a screensaver starts or if you move your mouse. Safe mode has minimal drivers; less for the program to compete with. After scandisk is completed, just click on "start" and restart your computer. I would start the scandisk at night and let it run while you're sleeping, then it should be ready to go for you in the a.m.
There is always something running in the background in Windows. I use 98 and have a similar problem. I think this resolution will work for Win ME as well as W98. Log off Windows,then log back on (or reboot the PC. As soon as the Windows starts (the cursor/pointer appears), hold down the shift key until Windows finishes loading. This will prevent several programs that load when Windows starts from loading. Then press Control+Alt+Del keys to bring up the Task Manager. In the Task Manager you will see some programs are running. Highlight each one and click 'end task' button. Do this for each running program except!! for 'EXPLORER'. When every thing is closed EXCEPT 'Explorer', then run Scandisk. It should run without restarting.
I have a similar problem, but in my case pressing ctl +alt +delete will not bring up the close program dialogue box so I cannot find the other programs running in the background. Does anyone know another way to find out what programs are running? Or how to restore the ctl + alt+ delete function?
You should be able to get the Dialog Box that shows upwith CTL-ALT-DELETE. If not, insert the Windows System disk and run the "upgrade/add/replace" program, to replace missing Windows files that may have been deleted accidently.
Files can get deleted accidently sometimes by spyware/antivirus/adware/disk cleanup programs and so on that include them in their lists of found files. Take the time to read the reports that are generated to see if you really need the files before hitting DELETE. Even defrag programs can't always put all files back together depending on how fragmented they are.
When Windows has finished upgrading and has restarted, try CTL-ALT-DETETE again. Good luck

Also, Click "START/PROGRAMS/START UP" and delete the files not wanted by right clicking the name and clicking Delete or pressing the delete key. Make sure they are all shortcuts and not the original start up program file that someone has dragged into the folder instead of a shortcut. (Check for the shortcut arrow on the icon.)
Check your MSCONFIG file. START/RUN/MSCONFIG/OK and click the startup tab if you are using Windows XP. Earlier Windows versions displayed the file itself. Scroll to the startup sections and place a Semicolon at the beginning of the line for each program you don,t want starting automatically. You could also delete the line but then you have to type everything in over again if you find you really wanted it or needed it. This way you go back and just delete the semicolon. Remember to save the file before exiting and reboot Windows again for the settings to take affect. Most importantly!! Dont delete any files with "System", "WINNT", or any other similar system file in the PATH description of that file.
With WIN XP, "Registry" startup files are usually listed there also. If not , you can edit your registry startups following the procedures and precautions describe in the next paragraph to insure you aren't deleting Necessary System Files!!
I will tell you how to get to the registry sections needed, do not delete any files other than the ones that are not needed for start up in the sections that follow that includes system, mouse, printer etc.files.....And,You can always save a copy of your registry before going there to edit.If you follow these instructions with care you won't have a problem.

Enter "REGEDIT",and click OK
Click the plus sign on the following two folders(actually Registry KEYS in sequence.... :
HKEY_CURRENT_USER
Scroll to the following KEYS in sequence clickin the plus signs as you go.

Now scroll to and click on all KEYS that contain the word RUN in the folder. (RUN, RUNONCE etc.)
Click the Registry ADDRESS in the right hand window for the programs you don,t want to autostart and press DELETE.
Again, make certain you are sure it is a program file and not a windows system file, Printer, Mouse file etc.
When you are done with the run folders in this section, scroll back and click the minus signs to close the current version, windows, etc.areas.
When you get back to the area of the registry where you started with Five Keys Showing, Do same thing with one other Key called:
HKEY_LOCAL_MACHINE.
Again, make certain you are sure it is a program file and not a windows system file, Printer, Mouse file etc.
When you finish editing the "RUN" KEY addresses there, close the sections as before and click exit.
Reboot for the changes to take affect.
My main advice is to get Windows XP with the service pack 2, or go back to Windows 98SE, either one is better than Windows ME or Windows 2000!
Sandisk cannot verify files which are being used by another prg [which could very well and most probably be Windows itself]. In essence, that's the message which you are getting. You just have to restart Windows in SAFE MODE and then start Scandisk. Works everytime.
I use windows 98SE, and I know that this works. After I boot for the first time, I will do a reboot (crtl-alt-del). After the first part of the rebooting sequence, just as the computes starts to pull up the Windows 98 screen, I hold down the F8 key. This brings up a screen that allows me to start in "Safe" mode. Once I get into safe mode, I can run Scandisk without it restarting.

Try using Scandisk AND Defrag in Safe Mode. No other programs are loaded and the 2 utilities work like a charm.
