i know of the capabilities of certain video cameras doubling as webcams, but is this feature available on any digital cameras out there? specifically, canon digital ixus i? digital elph?

I have the digital Elph and it has a view mode but the heat buildup would destroy the camera if they supplied a webcam option. So that is why they don't do that.
To get the cameras smaller they forego 24x7 operation so a good small camera will unlikely be a webcam.

to save myself the search of a webcam for my desktop, and another for my laptop. was worth a try. now, i'll begin my search.

don't do it. It is a dumb idea!
Go out and buy a dedicated webcam. They are cheap and they work with the software on your PC. There are NO webcam applications that will work with a dedicated digital cameras jerry-rigged as a webcam!
