I don't know about their reputations overseas, but here the favorable manufacturers include:

Enermax - [Good solid power supply, if for some freaky reason it blows, then it doesn't take the rest of the computer with it. Delivers true wattage.]
Inwin - [Good solid power supply. Popular for replacing those power supplies you find in mini-cases and so on. Delivers pretty good wattage]
Hyena - [Generic, not brilliant, but good quality for the price. Fine for P4, Newer ones OK for Athlon.]

Pcpowerandcooling.com ranks very high on the "right" list, but you pay for the honesty and quality. They do not "fib" on the numbers. While you may see me note to get a 450 Watt PSU, the unit from Pcpowerandcooling that is all of 350 may put out more watts than the 450W PSU that you pull off a boat from China.

So here's what I do. Add up the Watts, add 100 more and get that rating in a PSU from the boat.

That's kindof why I asked. The one in my computer which is a 2.53 with a radeon 9500 pro and otherwise modest peripheral demands is an el cheapo 550 watt, but any load makes the fans slow down very audibly.

The 2 percent factor.

Fans run from a bulk 12V supply which will vary by about 5 or so percent. The 2 percent is noted since people notice that amount of change. Since the fan speed is not regulated to less than 2 percent, you will hear it vary and still be in spec.

Hope this helps. And the 550W number is nice to read. I see too many overtaxed supplies.
