Unable To Open Control Panel

When I click on the Control Panel tab - the window opens, but it's blank. There are no icons / apps to click on. The window remains open a few seconds and closes automatically. I've never experience this problem before. Any advice or suggestions would be greatly appreciated.

Anti-virus

Scan your computer with your anti-virus and a program like Malwarebytes. Let us know if it finds anything.

I ran my anti-virus program (cyber defender) and nothing was detected.

I do keep getting a pop-up window that states a website wants to open web content using this program on your computer.
Name: csc.exe
Publisher: Microsoft Corporation

I'm not sure if this is somehow related or completely unrelated.

Try the titles noted above. Your antivirus may overlook spyware and malware.

malware infection

this is because of some serious virus infection
this problem also occured with me. there r some
solutions but these r not permanent u will have to
reinstall the windows after formatting the windows
drive how ever before doing this try the follwing
measure so as to repair the issue if possible.

open the task manager go in proces tab
and chek out if there are some files of the
format like this 1257353.exe
if these are found then end process all
of these files. if these are there then
it means that the windows have been hijaked
by malware after doing dis save your data and
reinstall the windows and a strong anti virus
