Can't update programs

Can anyone help me with these problems. Would surely appreciate some assistance.
I have Skype version 4.0.0.206 and Microsoft.Net Framework version
3.0.4506. Secunia tells me they are vulnerable so I need to update but cannot do so. For Skype there is a later version but it will not install. I get "Installing Skype failed; Code 1601. Verify that windows installer service is properly registered".
For the Microsoft problem I really have no idea what to upgrade to. Anything I try will not install.
I can install and update other programs such as Malwarebytes, Avast, and CCleaner with no problem. My OS is Windows XP SP3.

two parts: delete and reinstall but have the source ready to reinstall.
part 2: If it was possible;e and you know how, patch. No, really. If there is a patch you can apply to the program to fix the vulnerability, then do so.

Help on updating

When I go either to microsoft or to adobe reader there is nothing I can see that constitutes patches for my particular problems. A whole bunch of things are listed but I don't have a clue which to download.
As for skype I was thinking of using revo uninstaller to delete the program and then try to download/install the updated version that's available.
I was also thinking maybe I could find the offending microsoft and adobe reader programs and try to uninstall them, then see if I can find updated versions.
What do you think?

1. "Windows Installer (Q310598)" is not just an installation program;

• it is an extensible software management system. Windows Installer manages the installation of software, manages the additions and deletions of software components, monitors file resiliency, and maintains basic disaster recovery by using rollbacks. In addition, Windows Installer supports installing and running software from multiple sources, and can be customized by developers who want to install custom programs.

• it records errors and events in its own error log and in the "Event log" which may be of help to understand the cause of a failed installation.

Note: The article [Q315346] explains the procedures for verifying the location of the Msiexec.exe file on your hard disk, in the Windows Registry, re-registering the Windows Installer and much much more.

2. "Error codes" (Zero to 3010) returned by the Windows Installer functions, MsiExec.exe and InstMsi.exe (an SDK Documentation).

Note: At the left top of this page you'll find a box labeled "Search for" that may be used to search the libraries for such items as those you enter from that "Error code" column.

3. "Windows Installer Error Messages" have an error code of 1000 or greater. The error codes numbered 1000 to 1999 are ship errors and must be authored into the Error table. The error codes numbered greater than 2000 are internal errors and do not have authored strings, but these can occur if the installation package has been incorrectly authored (an SDK Documentation).

4. Be advised however as discussed in the article [Q872903], errors occurs when the SYSTEM account on the particular drive does not have correct permissions. Or, [Q315353] should the Windows Installer Service be unregistered or damaged.

5. "You cannot run executable files or program add-ins that are downloaded by using Internet Explorer or by using Outlook Express on a Windows XP Service Pack 2-based computer (Q843022)."

6. Supplemental reading:

a. "How to Enable Windows Installer Logging in Windows XP (Q314852)."

b. "The Command-Line Options for the Microsoft Windows Installer Tool Msiexec.exe (Q314881)" which you may need to use in circumstances of packages/(product code) needing unstalled -- option /x.

Note: However, if this involves clients where Policies are in effect on a Domain, please read "An Assigned Package Is Reinstalled Every Time Clients Log on to the Domain (Q828452)."

c. "Description of the Windows Installer CleanUp Utility (Q290301)."

7. Access the "Windows XP from A to Z"" at the Kellys-Korner site, click the "W" and then scroll down to "Windows Installer Issues".

Thanks for your reply. You gave me a ton of info to digest and I'll have to chew on it.
What do you think of me using Revo uninstaller to delete skype and then try to download/install an updated version?
What do you think of finding and deleting the offending adobe reader 9.1.0.163 and microsoft.net framework 3.0.4506.2152 and trying to download/install updated versions?

Still In The Dark

I read thru the info you provided but still cannot find anything that allows me to correct or reinstall the installer. I removed the file identified by Secunia (smsvchost.exe) so the vulnerability has disappeared but what do I replace it with? Now I can't use add/remove programs on the control panel. I still have Microsoft.net framework 3.0 and 3.5 for whatever that's worth. Microsoft website gives me nothing that works to fix, register, or properly install the windows installer, and, I can't install anything from there and can't update skype without getting the same error message. My peabrain is still in limbo and I really am not confident in doing anything that modifies my registry. Any further suggestions that could help?

Still Stuck

I removed the offending component SMSvcHost.exe so it no longer appears as vulnerable on Secunia, but what do I replace it with? Since removing it I can no longer use add/remove programs. I still have Microsoft.Net Framework 3.0 and 3.5 but cannot remove either using add/install. Still cannot download an updated version of skype. I still get error messages that windows installer service cannot be accessed because it is not properly registered, or that it is not properly installed. I'm still up the creek.
Suggestions?

Done With It For Now

Just a note to those who provided me with suggestions. My programs are running ok and the skype vulnerability is not something I need worry about now. I'm hoping to begin a new build shortly.
