It's an specific update it is the >net framework runtime SP3 I believe, I've already fixed two of my friends pc's and mine also.
I did a clean format saving all documents in the Windows.old folder and when installing the update I did reinstall it using the Redistributable version of the package in place of the automatic windows update.
No problem after that.
If it is a different update package then it may be the same solution.
Maybe you can try this it worked for me.Shut down your pc and when it starrts back uo keep hitting the F8 key until u see where you have choices.The you will pick use last know good configuration.It worked great for me.Good Luck..
I know that the problem has been fixed (probably the hard way) but here is how it is done on XP (Someone please translate to Vista-Speak):
1) Go to Administrative Tools, Open "services" or run a start-run, type in services.msc
2) Find the Automatic Updates service and stop it. Wait a few mins for it to completely stop.
3) In the "Windows" folder, look for "Software Distribution" folder and either rename it or delete it. It will probably be called something similar in VISTA.
4) Restart the Windows Update/Automatic Updates Service.
5) You should now be able to redo you Microsoft Update and it will take extra time the first time through.
This works if that last update that bombed didn't really destroy anything for the product.

· If it is mentioned there it means that it has been installed and then we can try to download and install SP1 on the computer otherwise do let me know before you try to download SP1 and install it.
20. Try to install SP1 manually.

My technician has excellent English and has given usable instructions that are applicable to my problems. I was able to install 3 of my failed updates manually, as per instruction, and the 4th one was wrong - does not apply to my computer's VistaHP or 2007Office. I got instructions on how to hide the 4th one.
But that is not the end of my problems. After disabling auto-update last week, my printer quit and ADMINISTRATOR of this single computer does not function. Apparently, I discovered today, one of Hewlett Packard's techs who took over control of my computer, via telephone, countless times during its ONE-year-warranty period, one of the technicians - or all of them - left matters at:
"...service depends on the following system components:
Remote Procedure Call RPC"
I got my Hewlett Packard all-in-one printer to work again by unplugging and reconnecting it but I am still waiting for Hewlett Packard to send me the missing HP software for scan-to-Email function I would like to have.

I had exactly the same problem when I re installed Vista on my PC everytime I start the computer it said:
Configurating updates: stage 3 of 3 - 0% complete
And then reboots, and reboots, and reboots ... I had it rebooting for over an hour before I stopped the madness.
I went to the Microsoft update production team blog which had this information on its site:
"So what caused the problem? Well, the SSU has special code to check whether there are any pending reboots or other updates to install. If it sees either of these circumstances, it prevents the install from starting. During our investigation, we discovered that there were a few unknown and rare events during the middle of the installation of the update that could cause the update to think it needed a reboot to complete the installation. If this happened, the system entered a repeating reboot loop".
So how do you fix it?
well if you have this issue installing from Windows Update, please see this KB article from Microsoft titled:
"The update is not installed successfully, you receive a message, and the computer restarts when you try to install an update in Windows Vista and Windows 7", you will find it hear:

Follow the instructions given at the Microsoft site to roll back your software to a working state before the problem update.
However before you then let automatic updates start updating your computer again which will just cause the same problem all over again.
Read then used the how to avoid this problem instructions at the bottom of the Microsoft document to do a succesfull update of the problem file.
Then you can let automatic updates update your computer again without problems.
If you do not have an original Vista DVD as requested in the Microsoft online document to boot from and do a restore(your pc or laptop came pre loaded with Vista), or for some reason the F8 method does not work.
Then you can download and burn to disk a Vista Recovery CD Avilable from here:

Boot from this disk instead and restrore your computer to an earlier working state.
You can if you wish do a quick fix instead of the above, using any of the 3 boot methods (original disk F8 or recovery disk)by doing the following:
1. Insert your Vista Media and boot from it or press F8 while booting.
2. Select "Repair your Computer" from the list.
3. Select "Command Prompt" from the recovery choices.
4. At the command prompt change your directory to C:WindowsWinSxS
5. Type: del pending.xml
6. Exit and reboot
This will fix all Windows update reboot loops and does not require you to restore your PC to and earlier state.
However it does not address the fact that your automatic update failed.
To fix the failed update problem you must follow the instructions given at the start of this document.

Ugh. I am trying this method, I created the Vista Recovery CD and it boots from the CD, but when I do system repair and get into system restore, there are no restore points. I am not given the option ot restore from a disk. I do not have a Vista DVD. If I run Startup Repair, it finds no errors.
Any other suggestions.
Also, I don't even know what update caused this, I had no icon indicating updates arrived, (althouhg I heard then coming in last night!) but this morning when I turned on my computer, it started looping.
Here's another question-if I startup in safe mode with command prompt, can I do these steps

without the Vista DVD?

I cannot understand why you do not have any restore points. Ever since windows XP the Windows operating systems XP, Vista and Windows 7 have created restore points. The first one is automatically created when the operating system in installed and the rest are created automatically whenever a major update is installed.
You can also create extra ones yourself if you are about to try some changes to your software and you think things could go wrong.
This means there is always the very first one created during install that you can fall back too even if no others have been created, (unless you have deliberately deleted all restore points to free up hard disk space and/or switched of hard disk monitoring. If so then you can never use this method to stop the problem!)
However if its just that you have not done the procedure right, then go back to the Microsoft web page I put in my answer http://support.microsoft.com/kb/949358 and read it again (it also has links to help pages about using restore points if its still not clear).
As to your second question, yes if you go to command prompt you can use the quick method but you will be asked to input your administrator name and password to be able to do any changes. If you left the administrator password blank when you installed Vista then the user name will be administrator and the password field must be blank then press enter. But if you chose an administrator password durring install then you must put it in when asked for it to be able to make changes. If you have forgotten your password then like above this method cannot be used and you are out of luck I am afraid.

I have no idea why there were no restore points, but I have seen others write in to forums about this issue with the same lack of restore points.
I read the microsoft resolution and tried it, didn't work. I tried using the Vista recovery disk to repair, couldn't do it. So I deleted the pending file. Now I am waiting to see what problems arise from that!
Some forums have an older Microsoft fix, which has you re-name the pending file, the make changes to the registry. I didn't make those changes, since I deleted the file.
I have reviewed the restore points, after making on immediately after deleting the pending file. There are additional restore points that were done automatically. And, it had been set up to make restore points. So I have no idea why there were no restore points when the looping occurred.
Does anyone know about issues arising after the pending.xml is deleted?

I'm glad you were able to get your pc working again ok and in the end that is what is important not why some set of instructions will not work for a particular person.
I don't know the implications of just deleting the file is either may cause no problems at all or may stop further updates or only fail to install those updates that it was looping on? Only time will anwer that question for you.

U can bypass the process by log in to safe mode which can be done by pressing F8 while the pc is booting up. then restart ur pc. I faced the same problem a few times.
My problem was caused by a software called Spyware Terminator. It blocked all the attempts of changes in my pc. But after I uninstall the software, I still encounter the same issue once in a while.

I'm also experience with Windows update doesn't install anymore. I followed all Windows help with all the links provided. I'm also searching some forum from internet trying to find some solutions. I think your anti virus and other protections are not functioning well and corrupted especially using Registry clean up. With all the links that I tried no one resolved the issue. I hardly find other things to resolve the problem. Now I straight forward to you what I did with my PC. In order to resolve the issue with out delay opening links but can't really help. First thing you do is to back up all your necessary files in your computer. Save in a Disk or in a USB flash drive. Download another version of operating system of Vista, meaning find other O.S.from www.vuse.com After you can download new version new product ID of windows vista OS, burn it to DVD disk. Install it in your PC or laptop with all the drivers and use your the same operating system license of Windows. In this case all the corrupted files and bad sector in your hard drive will be erased and be re format. This is the way you can clean your HDD and reinstall new version of Windows OS using the same license in Windows.
Hope this will answer the issue with your computer re: Windows update. I'm now enjoying my Windows Vista Ultimate with Windows Update installed and switch ON my Automatic windows update.
Never use third party Registry cleaner it can destroy some windows update and files in your system. Use instead Disk clean in windows in your system provided.
