Cannot Boot Vista Unless I Hold Power Button Down

have a dell 1520 laptop with windows vista home basic on it. It is the oem version.

This is very strange but when I attempt any of the following:
*Boot Windows Normally
*Reinstall Windows
*Recover Windows

The little Green Loading bar (vista) that says windows is loading just hangs until I push the power button fast without holding it down.

When I push Power for like .5 seconds it loads fine.

ALSO, when I first get back into windows the mouse does not move until i hold the power button .5seconds again.

This is getting very annoying.

I have done the following. (I have no warranty).
*Write zeros to drive
*reinstall all drivers
*slipstream drivers into new DVD using vlite
*checked hard disk for errors (o found, using GWSCAN)

Please give me any info as to what this may be.

Even with Vista you have many drivers to find and install. Starting at http://support.dell.com/support/edocs/systems/ins1520/ I see this uses the Mobile Intel Express (GM 965 or PM 965).

Here's the most likely of the ten drivers that could matter -> (32 bit)
