My eyes are straining at reading forum posts and articles about memory speed and I am still no wiser.
I have a Gigabyte MA770-UD3 rev.1 BIOS F8
Phenom IIx2 550 3.1 ghz
2x1 gb aticks of Kingston KVR 2G DDR2 Hyper X Non-ECC K2 1066mhz
Basically what do I have to do to make the ram run at 1066mhz?
POST shows it running at 800mhz, CPU-Z reports DRAM is 401.9mhz, JEDEC #1 200MHZ, JEDEC #2 266MHZ, JEDEC #3 400MHZ (if that helps.
Memory is listed as compatable for this board.
I have no idea what to do.
SPECIFICATIONS:
Two cores running at 3.1GHz, AM3, 200MHz FSB (2GHz HyperTransport), 2x 512KB L2 cache and 6MB L3 cache, 80W TDP
Seems it's running at spec (the CPU and board.) As there is nothing to fix, I must stop here. Sorry but computer architecture can't fit in this small space.

Your question wasn't one an idiot would ask. But you have fine books and the web to learn more about computer architecture at your own pace.
Today you at that level where you expect the computer architect and more to be crammed into 3 paragraphs. Such information is usually an entire semester and across many books.
To help you out, to see if there is a computer problem to solve I distill the answer to the shortest possible form. Some don't like that and want a tutorial for the answer. Since this is all volunteer then you'll have to wait for someone to give you the longer answer.
Let me ask this. Since the machine is running at the right FSB for that chip and there is nothing to fix, why should we spend time on this?

runs at the bus speed of CPU. RAM spec is its max limit. OC your CPU bus since you have RAM headroom to do so. Google how-to.
