In searching for a new desktop, I have found many issues people have with Windows Vista. My old system was XP and I was happy with it. My options seem to be Vista with downgrade to XP, OR Vista with upgrade to Windows 7. Does anyone have any advice/experience so that I can make an educated decision? Computer is for basic home use.
... There's nothing wrong with Vista. Buy a PC with and make sure it has a free upgrade to Windows 7 (most PCs currently do). Or, alternately, wait until after the end of October and buy a new Windows 7 PC.
FWIW, and I'm sure it's not much, I'm getting mighty tired of reading posts all over the Internet about how "bad" Vista is. It's fine, and I've been using it for a couple of years with fewer issues that XP (that is to say, no issues at all).
Hope this helps.
Would it be "easy" to upgrade the operating system from Vista to Windows 7? I really need a computer asap, mine is non-operable, but am wondering if I am better off waiting for a computer with 7 pre-installed.
If your PC comes with Vista 64-bit, you have a direct upgrade capability to Windows 7 64-bit. If your PC comes with Vista 32-bit, you can upgrade to Windows 7 32-bit.
You can't "upgrade" from any version of Windows XP to Windows 7, nor can you upgrade from a 32-bit version of Vista to a 64-bit version of Windows 7. In those cases, you'll need to do a complete erasure and reinstallation.
So, you have a number of options, depending on how comfortable you are with updating your operating system.
I'm running into folk that don't give it a fair shake and end up learning more about installing XP than they bargained for. My advice is to either live with Vista or get the machine with XP ready to use.
You'll understand this if you ever had to install XP.

Have you tried the RC version before?
