Then you need some software. I used WINFAX Pro for many years, and it worked like a charm. I haven't looked, but it seems to me that Windows XD has FAX software available, but you will have to search for it. FAX software can be very complicated to set up, so getting a machine is the right thing to do.
How about the Joyfax Server?

Sending fax via computer

It is a Window's component which must be installed. I used a Voice/data modem which came with my laptop (4 yrs old). Setting up ws easy with the on-screen instructions.
