Cannot Install New Software

All of a sudden I cannot install new software.
error message:
Windows cannot access the specific device, path or file. You may not have the appropriate permissions to access the item. (Which I do)

Tried This Yet?

1. Disable User Account Control (UAC):

Open the Control Panel (Classic Style), then double click on "User Accounts", then in the "Turn User Account Control (UAC) on or off", UNCHECK the box for "User Account Control". Reboot the computer.

Once that's done, Vista may warn you of the lack of security by throwing a red or yellow warning shield in the lower right corner/system tray. You can disable that as well by opening Control Panel, then the "Security Center" icon, then select the "Don't Notify me and don't display the icon" option.

2. RIGHT click on the installer file, choose "Run as administrator".

Please tell us the path which is being blocked in the error message?

Frequently, the problem is with "Ownership" of the files or directories.. Tried the steps from the article below on the destination folder mentioned in that error?

Is this only one type of new software that is being blocked?

EXACTLY which type of software are you having problems installing?

Are you installing it to the C: drive?

Can you install Windows Updates from the Microsoft site?

Thanks Grif but I tried everything listed in your link.
I have full control of the files and folders
This just started recently. I am trying to install new programs from download.com. to my C Drive. I save the programs but when I try to run them i get the same error message. I can run windows updates.

Thanks, Anita...my anti-virus programs haven't detected any viruses but I'll try this. I have a feeling this is the problem.
