Renaming files

I dont know if this is even possible but I will ask anyway
I have about 800 avi files that i need thumbnail jpegs with file names identical to the avi filenames for
Is there any way to batch copy file names between file types? Can I copy my avi file names en mass to a set of jpeg files ?
Also is there any way to multi copy files within a folder rather than copy/paste 30 times
If this makes no sense please accept my apologies and i will clarify

It has a command line feature so it would be possible to write a script to get it done.
