Get a new one

Get a new one. The Pentium D was just two Pentium 4s sandwiched together, so you get the crap performance of the P4 X2. More RAM would also help for some things. And upgrading to SP3 would help in the effort to keep malware off your system. It may not speed things up per se, but it will help you keep performance steady.

you are correct- the pentium D is simply 2 fused pentium 4 chips. However, the Pentium Dual core, which he has is his system, is more akin to a low end core 2 duo.

Stop whatever resource heavy program are running in the background to see if you are awarded any speed boost.

1. Press CTRL-ALT-DELETE
2. Click the Processes
2. Evaluate the programs in the task manager.
3. Click the process and then double click End Process.

Check the Resource Monitor or performance

2. Click the Resource Monitor in Task Manager
2. Click the tabs under Disk, Memory, CPU and Memory.
4. Search for any irregularities, spikes or interruptions.

Start your task manager. Click process>show all users.
And star clicking all the process that you are not running . But leave the things that are being run by the system. and delete the temp files every time you start your system there are lots of them, they help to loosen your load a bit.
