CPU FAN Spins After x-minutes - doesnot Boot

hi,

I have a Intel 845GVSR Motherboard and Pentium4 2.4Ghz Processor.the problem is when i press the power button On the ATX Cabinet ,Cpu fan doesnot spin and system doesn't boots.i have waited for 2 minutes and suddenly processor fan started to spin and system boots normally. some times i have waited for 5 minutes . sometimes it doesn't boot. i have to turn off the SMPS Power Switch and then turn them ON. I have changed the SDRAM and checked. It doesnot work.

I need to solve this issue soon.Any Help is greatly appreciated.

1. Replace the CMOS battery. No, I decline to list the 20 names this battery is called.

2. Inspect for BAD CAPS. Yes, you research BAD CAPS on google and inspect the motherboard, cards and power supply for any domes, leakers, or tilters.

Another idea: PSU?

Give your PSU a nice smell. Any burnt plastic kind of smell or just the usual?

Also give a cursory glance to the wiring; nothing is obstructing any fans, right?
