For that much money, I don't think either camera is a good choice.
They both fall short in low light situations.
Here is a link that will let you judge for yourself.

The chart shows the differences in specifications.
Right under the pictures of the camera is a GREEN link that will take you to a full review of the cameras.
Read the reviews and see what you think.

.
what about sony HX1 and sony W290, which one gives me the best image quality in all situations??
I fear that you are looking for a camera that has not been built yet.
A camera that does everything the best automatically, does not exist.
You will find that most cameras can do excellent things in some areas, but only average in others, and perhaps poor in at least one area.
No manufacturer has put it all together and given us a winner.
One of the hot cameras right now is the Panasonic TZ5.
It has lower noise than other point-and-shoot cameras, and takes excellent photos.
But...it has poor auto white-balance control under florescent and incandescent lights.
That negates the advantage of having lower noise when the color tone is poor indoors.
The Sony W290 takes very good pictures with no intervention by the photographer, but certainly it is not the best in all areas.
If this is your first digital camera, it is a good place to start.
Learn to use the various modes available and other features too.
As you get more into photography, you will find that the person holding the camera is just as important as the camera.
Buying a particular camera is not going to guarantee a great photo.

Get the SX1 IS. The DSC-HX1's video is 4:3 1080p. The SX1's is 16:9 1080p. Plus, you can go up to 1120mm during video with the SX1 and still keep the 1080p.
