Taking Action with Phone Company

I recently came back from my parents place where they only get 19-22kbps connection speeds. I have spoken with ATT&T before and they acknowledge the fact that their hardware is not capable of supporting a connection speed higher than what my parents are getting (and that they are meeting FCC guidelines).

My question isn't concerned with what computer settings I should use to boost the speed, but what can my parents do to convenience AT&T to run the hardware necessary to get speeds higher than 25kbs?

Has anyone had success with petitions or business cases or anything? What about creating the same case for DSL service?

By definition, a telephone cable pair is guaranteed to talk, not send data. Your case will never hold water. If you want to get really specific, an old term is still in effect. That is the cable pair should support 1200 Baud. They will guarantee that. 1200 baud converts to 1200 bits per second.

DSL is your/their option.
