Why is my computer doing this?

I have been looking to a solution to this problem for a long time and I finally decided to come here as a last resort. I have been getting artifacts on my desktop's screen for a long time as can be seen here:

They are very annoying because they flicker and move around a lot. They usually appear near the taskbar and I would have gotten a picture of that but print screen doesn't usually see them for some reason (they finally showed up in that picture I posted). I suspect that there is a problem with my graphics card but I have been monitoring its temperature and it never seems to be above normal (around 64C).

Specs:
Dell XPS 410
Intel Core 2 Duo E6400 (2.13 GHz)
2 GB RAM
nVidia GeForce 7300 LE
Windows 7 RC 7100 (I have had the same problem when running XP, Vista Ultimate, and Win7 7077. It does seem to be slightly worse in 7100 though)

failing Video Card

It's probably the video card. It doesn't have to show high temperatures to fail. Just to be sure it's not the monitor, try another one before replacing the board.

That's what I assumed it was but I wanted to make sure before I bought a new card. I was also hoping it would just be a simple fix that wouldn't cost me anything especially since I plan on replacing the computer soon anyway. I do know it isn't the monitor because I use dual monitors and it happens on both of them. Thanks
