PC Screen Brightness conundrum

Is there a way to lower the brightness of just white without affecting the rest of the colors? I've fiddled with settings like contrast & brightness & can't find a way. I can make everything dimmer or brighter, but can't find a way to lower only whites brightness.

If you’re running on say a laptop, you’re pretty much stuck with what you’re looking at already (the brightness, contrast, etc.). If you’re running on a secondary monitor like an LCD, you have a bit more play over things like color levels through the actual monitor.
