repair corrupted folder / file names

i discovered that i have several corrupted folder names and file names. how can i restore them? obviously, rename does not work.
in the old DOS days, you could use norton's disk editor to rename them if the FAT. i am assuming that such software does not exist today. all i could find after a google search was going into the registry and changing things. something i really don't want to do unless that is the only way.
win xp, compaq system, a FAT32 disk drive.

and yes, if software is involved i sure would like it to be freeware.

That was years ago and my advice changes only slightly in that you want one of this year's FREE versions.
