I'd like to know which point and shoot cameras have the quickest shutter. I'm not up for spending DSLR money but I hate always missing the moments. Thanks.

I'm on the point and shoot camp, but want to improve somehow the pictures I take.
I have a Canon A570IS, and it says 5.8-23.2 mm, 1:2.6-5.5 on the front of the lens. I always wondered what does this means and what kind of figured will yield better pictures. I know it does have something to do with the aperture of the lens. Regarding this topic, it would always be the case that going ultra-pocket (i.e. Canon's SD line) would led me to worse numbers than not so pocket cameras (Canon's A line). Is there some brand with good numbers in the pocket and cheap cameras range?
