I don't have much problems with my passwords, because it (most of the times) passes all requirements given on a site. If not, I tweak my password a little, so it does met the requirements.

I use FireFox, which has an built in password manager.
Otherwise, KeePass Password Safe might be a helpfull program for you to manage your passwords.

There are simpler ways than more technology

I use an old address book, and just write it down by site name, alphabetically. It is a large address book, so I can usually find it, even when I have to keep putting it away from prying eyes.
Far better than a file on my computer that someone might access, or something that a computer glitch might lose. Not to mention if the drive might fail, or some new spyware. Or a hosting site somewhere else gets cracked.....
And it is very, very fast to use!

The answer to your problem is: ROBOFORM! I absolutely love Roboform. I use it to manage all my passwords, as well as filling in forms with my name and address. It really is fantastic!

Iron Key

The Ironkey is the answer for that and has some other nice features. Visit ironkey.com for more info. It is a thumb drive that creates and or keeps track of all your passwords for you. It also stores all your important documents and will also allow anonymous surfing.

Wit's end over passwords

This question is easy to answer.
1. Keep a notebook or a documents file and RECORD your user name and password EVERY time you create one.

2. Download free Roboform and learn to use it. If you have a large number of passwords you will upgrade to a paid version.

3. Once in operation, every time a user and password request comes on your screen, Roboform recognizes the request and the Roboform toolbar will show the site or program name. Roboform fills the blanks with a click.

4. If you create a new password, Roboform will spot what you are doing and ask you to save it. All usernames and passwords are stored in an easily accessed folder in case you need them. You won't. You will use the program which requires no typing beyond the original creation of a password.

Encrypted Excel Sheet

On Windows (or any OS, actually) machine one can use a spreadsheet or document program to write down all you sites and their respective log-ins and passwords. Save the file ENCRYPTED with a password, and then you only need to remember the one password to get into that file, and Bob's you uncle.

On my Mac, Keychains keep most of my passwords, but some site are "smart enough" to not trigger it.

For those, on my MAC, I simply use a TextEdit file that is within a Secure Disk Image. The file is saved on my Dock, so when I click it, a dialog box opens for me to put in my password to open the disk image. The negative to this is that I have to remember to close the image after I use it, the positive is that TextEdit is a small program that opens quickly.

I too went through the same dilemma. After accumulating twenty or so passwords, it got very old having to look them up in a little diary I kept.I decided on this solution;
1 I chose two passwords that were easy to remember.
2 For the Web sights that were of minimal importance I used one of my two passwords.
3 For those web sights that were near and dear to my heart ie: bank,credit card,stocks etc I use my second password. This password is by definition more complicated and thus more difficult for those that would want to borrow said password. To date I have not run into any problems such as having too many letters or not enough symbols. However, should this problem occur I will add the necessary symbols.numbers, etc. to my baseline password,thus enabling me to keep the insanity of it all a little more sane.
I hope you find that this suggestion solves your problem. Remember its all in your head. (ok ok I never was good at telling a joke)

Managing Passwords

For several years I have been using Roboform which I understand stores the password data in encrypted form. When at the login screen for a website, if the User ID and Password have already been stored, it is simply a matter of clicking in the title bar and the fields are automatically completed.
Access to Roboform needs its own password and this can be entered either by key strokes or more securely by an on screen keyboard.
There is a facility to generate passwords and this can be customised to number and / or type of characters
What it can't do is provide random letters of a password as is usually requested by UK online banking services.
It also offers the facility to complete online application forms with Name, address tel no etc and also credit card numbers. Although the facility is there as security I never include the CVV code on the reverse of the card within Roboform.
If there are other trusted users of your computer, they can also store their informtion within Roboform.

As a backup of all my passwords etc I use Excel and password protect the file.

I have been using RoboForm for many years, and I can recommend it without reservation. You can get it for free from www.roboform.com. I paid for the Pro version, which lets me save an unlimited number of passwords.

Unlike some other password savers, RoboForm is not spyware. Also, you can easily edit the information, and the password is not listed as just ***** when you do your editing, as I have seen in other programs.

RoboForm will let more than one person save info. It is a very versatile program which will fill in any information that is needed, so it also makes a good database program for your vital info. It will save information from several credit cards, so you have a choice of which one to use when the time comes. You can have a toolbar displayed at the top of your screen - it's your choice.

As they make improvements, I get periodic updates - for free.

Standardize your passwords.

I don't use a password program such as you seek. But I have solved the problems you cite. Whenever I am assigned a new password, I immediately change it to one or two that I use all the time. One is the combination of two numbers and seven letters. It is the street address where I grew up. So if that is the one for a particular web site, I simply write it on my list as "the Name of the town where I grew up w/#" So it might look like this "Trentonw/#"
If the site doesn't take that long a password, I list it as w/o #. Like this "Trentonw/o#." My other favorite is based on my military college where we had three digit cadet numbers. So I actually write on my credit cards the PIN numbers I need by using the initials of my college as my cadet number. So it might look like this for a six digit PIN "VMIVMI" For four digits VMIV. Etc. Since I'll never forget my cadet number, 614, I know that V is 6, M is 1 and I is 4.
When asked to enter my PIN at the bank ATM, I look at the back of the card and see VMIV and enter 6146. It works and you don't have to hide these from others with whom you live, if they don't know how you develop your own similar system.

Secure passwords

I have been using two different systems: AI RoboForm and Steganos Security Systems. Both of them are commercial (pay-for) systems that I believe are fully secure with high quality encryption.
They both generate passwords (with different level of security depending on the chosen number of keys and use of special characters or digits) generatin the password, store them on the system in different categories and access to the appication is password protected. This "master password" better be a good one and one you remember since it opens all the others and if you forget it you will have access to none (there is no way support desk can help you).
I prefer the user interface on Steganos but the RoboForm fills in the fields on a WEBpage automatically (or parts of the).
There are others available for lower price or for free but I am a bit paranoid and believe in these two.

Its a Firefox add-on and so far has been working brilliantly and of course if is free
