First of all, thats the least of your problem. If you don't know how to make a website then you don't have a way of putting that background or any background from there.
If you plan to use Dreamweaver or a program to do the site then that program could do the same background for you. If you plan to do your site from notepad then you need to learn html codes.

so i can achieve what i want

1- in some cells the degree of blue color is one (not changing) how could i get this degree ?
2- in some cells the degree of blue color changes from dark blue to
light blue as it was a light
3- that change of color degree from cell to another is that by making
background in photoshop and assign it as cell background and how to make this ?
