P.C. Boot up problem.

Windows XP Professional Media Center Edition
Service Pack 3
IE 8
Dell Dimension 5150
I press the power button on the front of the machine and the boot-up continues until it reaches the point of establishing the mouse cursor. Then it freezes in hour-glass mode. The computer will only switch off from the power button.
I then restart it with the power button and the same problem continues to occur 5 or 6 times. It might eventually come on properly after 20 minutes or so.
Does anyone know how I might cure this problem?

That's a known symptom of the BAD CAPS issue.
