Office 2003 converter problems

I have a user who uses both Office 2003 and 2007. I installed the converter from Microsoft on her 2003 machine, but whenever she opens a 2007 document (in either .docx or .xlsx format) it still just says "Unrecognizable file format"

She is accessing the files off of the hard drive and she is able to open 2003 documents perfectly fine. Any ideas? I tried rebooting and re-installing the converter.

Workaround.

Let her open the documents in Office 2007. If she needs them in Office 2003 (but why should she?) she can save them as .doc/.xls herself.

It must be a somewhat uncommon situation.
